Local Law 5 (as revised in 2009) is explicit: stairways, landings, and walking surfaces in multiple dwellings must be "slip-resistant when wet." That's the standard a plaintiff's attorney will quote back to you in a deposition. It's also what an HPD inspector cites when they issue the violation.

What's Actually Failing on Your Stair Tread?

Here's the part nobody explains clearly. The "non-slip" surface on your stairs is one of three things, and each fails in a different way you can spot yourself:

Adhesive-backed grit tape — the black strips glued to the front edge of each tread. Fails when the edges peel up (grab it and lift; if it comes up more than a quarter inch, it's done) or when the grit gets ground smooth and shiny. Life expectancy in a busy Bronx walk-up: about 3–5 years.

Epoxy coating with integral grit — a painted-on surface with sand or aluminum oxide mixed in. Fails when foot traffic polishes the high spots smooth, or when it chips at the nosing. Run your palm flat across it; if it feels like a countertop instead of fine sandpaper, it's no longer slip-resistant when wet.

Rubber or vinyl stair nosing — the pre-formed strip screwed or glued over the front edge of the tread. Fails when it curls up at the corners (a genuine trip hazard on its own) or when the ribbed surface flattens.

Early warning signs we look for on every walk-through: dark streaks down the center of the tread (water pooling where the pitch has settled wrong), a shiny "path" worn in the middle of each step, peeling tape edges, and any tread that feels slick when you press a damp paper towel against it. If you spot any of these, you're already outside the Local Law 5 standard — the violation just hasn't been written yet.

What Does It Cost to Fix in the Bronx in 2026?
