NYC Local Law Compliance Updates Every Bronx Landlord Should Know in 2024
If you own rental property in the Bronx, compliance isn't optional — and it isn't getting simpler. Between HPD, DOB, DEP, and FDNY requirements, NYC landlords face dozens of recurring deadlines, and the city has been steadily increasing both inspection frequency and fine amounts. Miss one filing and you could be looking at violations that snowball into thousands of dollars.
Here's a practical rundown of the local laws Bronx owners need to have on their radar right now.
Local Law 97: Emissions Limits Are Live
Local Law 97 took effect in January 2024 for buildings over 25,000 square feet. If your building exceeds that threshold, you're now subject to greenhouse gas emissions caps, with penalties of $268 per metric ton of CO2 over the limit.
- First compliance reports were due May 1, 2025
- Stricter limits kick in starting 2030
- Even smaller buildings should benchmark energy use now to plan capital improvements
Local Law 11 (FISP) Façade Inspections
Buildings six stories or taller must have their façades inspected every five years by a qualified exterior wall inspector. Cycle 9 filings are ongoing, and the DOB has dramatically increased fines for late or missing reports — up to $1,000 per month until you file.
Local Law 31: Lead Paint
If your building was constructed before 1960 and you have a child under 6 living in a unit, XRF lead paint inspections were required by August 9, 2025. This applies to common areas as well as apartments. Documentation must be retained for 10 years.
Gas Inspections (Local Law 152)
Gas piping inspections are required every four years, broken out by community district. Bronx community districts have specific filing windows — miss yours and HPD/DOB will issue violations.
- Inspections must be done by a Licensed Master Plumber
- GPS1 certification submitted within 60 days
- GPS2 follow-up within 120 days if repairs are needed
Annual Filings You Can't Skip
Even without a new law passing, every Bronx landlord should have these on a calendar:
- HPD Annual Registration — due September 1 each year
- Bedbug Annual Filing (HPD) — by December 31
- Window Guard Notices — sent annually by January 15
- Stove Knob Cover Notices — annually for buildings with children under 6
- Boiler Inspections — annual low-pressure, triennial high-pressure
Fair Chance Housing Act
New for 2024-2025: NYC's Fair Chance Housing Act limits how landlords can use criminal background checks during tenant screening. Violations can trigger Human Rights Commission complaints with significant penalties. If you screen tenants yourself, update your application and process now.
Why This Matters for Bronx Owners
The Bronx has seen aggressive enforcement sweeps over the last two years, particularly around lead paint, façade conditions, and HPD registration lapses. A single Class C violation can run $250–$500 per day, and HPD will not negotiate if your registration is expired.
The owners who stay ahead of this typically have one thing in common: a system. Whether you build it yourself or hand it off, you need a calendar, a vendor list, and someone reviewing your DOB and HPD profiles monthly.
